Allow map definition to override the use of a Layer's MapTip and URL

I have often come across a situation where I want to use a layer I have defined for a different map, but as background information with no interactivity (selection, maptip, link, etc). It would be useful if in the map definition we could override a layer's maptip settings, the same way we can define selectability.
