MgCooker: Option to specify alternative bounds

Description

When calculating the tile set, sometimes the bounds set in the map does not correspond to the full extent. It is sometimes possible to pan outside the map bounds, if using OpenLayers or other viewer. If MgCooker had an option to specify an alternate bounds setting more or less tiles could be generated to better support other viewers.
