integrat the new administration applications to Mapbender 2.7

hi,

i like this applications.
but i noticed some things doesn't work (tested in German Version of Application).

  • Create a new user
  • WMC,WMS,WFS Metadata Editor doesn't work.
  • loadWmsToGui WMS->Gui (mod_loadCapabilitiesList.php)
  • DeleteGui (Application)
  • ExportApplication (SQL)
  • CSW Management
  • Customize Tree
  • publish WMC

  • translation similar to admin2_de and admin2_en
  • added create a new user
  • new applications are part of update_2.7rc1_to_2.7rc2_pgsql_UTF-8.sql
