missing translation for measure tools

Description
mapbender.conf: define("USE_I18N", true); define("LANGUAGE", "de");
now start gui1 and activate the measure tools (rubber, close polygon, get area). The tooltips for these buttons are still in english but should be displayed in german as all the other tooltips are.

Problem seems to be associated with an old version of poedit. With poedit Version 1.4.6 it works fine.
