Allow only unique features in digitize feature list

Description
You can add features to the digitizing for example by WFS. By this, you can add the same feature twice, which leads to confusion or even inconsistencies if you change or delete a feature!

Just add the variable
var featuresMustHaveUniqueId
to your digitizing conf file and set it to true.
