capabilities-upload does not work

Description
MB 2.5rc2 does not upload wms capabilities documents if there are umlaute in the <ContactInformation> section. See the attached cap-document, which is the almost unaltered Geoserver 1.6.3 default setup.

The xml headeres of the cap-doc say this document is utf-8 encoded, which is not the case. Could you change the header and try again?
