transfer dbchanges wiki site to update SQL in SVN

all dbchanges are transfered from the wiki to the svn for postgresql.
only the FUNCTION gettext has to be written for mysql have a look at ticket http://trac.osgeo.org/mapbender/ticket/154

most of the dbchanges are tranfered to /resources/db/update/update_postgresql_db.sql update_mysql_db.sql is not finished yet, the FUNCTION gettext has to be written
the gui-sql are under construction and coming soon
