Can not set vector layer properties

Description
When I want to add new vector layer to map display, it appears in the GIS Manager window, but none window pops up, where I could choose new layers name (and mapset) (d.vect window, I guess). For rasters, this works. The new vector layer is called "vector map (doubleclick to change properties)".
The problem appears ONLY, when LANG set to something different from "C" (I use cs_CZ.UTF8 - I did not tested other languages). When LANG=C and g.gui gui=wxpython&, everything works like a charm.
Tested with new 6.4. branch.
