Description
When I installed GRASS6.0.3 native installer on Windows-XP then launching GRASS with double-clicking the icon, it says "Unable to access .grassrc6" because the access denied. The phenomena never happened in using Windows-VISTA. I checked in tcl-launch and found the owner of the file .grassrc6 under Documents and Settings\user is the user myself.

I assume this happened because on the new installation the file did not exist yet. I assume this is fixed because no one else has reported it. Please reopen if the problem persists with the latest wingrass 6.4.0rc installer.

did you resolve this? does it continue to happen every time you run grass, or just the first time you installed it? (when presumably .grassrc6 didn't exist, it gets created the first time you run GRASS)
ie no one else has reported this problem, can we close the bug?
