add zstd to OSGEO4W_PKG_DIR on buildserver of standalone WinGRASS-7.5.svn installer

C:\OSGeo4W64\bin:

zstd.exe => C:\OSGeo4W64\bin
zstd.dll => C:\OSGeo4W64\bin

C:\OSGeo4W64\lib:

zstd_static.lib => C:\OSGeo4W64\lib
zstd.lib => C:\OSGeo4W64\lib
