the issue seems to be here:

if I change this line in 

C:\OSGeo4W_use\bin\grass71svn

to 

OSGEO4W_ROOT_MSYS="$OSGEO4W_ROOT"

at least it: Starting GRASS GIS...

it seems @OSGEO4W_ROOT_MSYS@ is not replaced during packaging.

$OSGEO4W_ROOT is already set in an OSGeo4W environment.

it never worked because of this variable mix; it's obsolete now.
