v.generalize should create an error vector map

Description

This is a feature request for v.generalize.

We realized that it would be useful if v.generalize creates an output vector map that stores all lines and boundaries that were not generalized due to topology issues or over-simplification.

Patch that implements this feature is attached.

Submitted to trunk in r61507 (with modified user message). May be backported to relbr7 if all ok.
