d.rast.leg: incorrect reliance on the histogram file?

Hi,

in d.rast.leg the cell_misc/histogram file is used to decide if categories without labels should be shown and the lines= command line option used.

I'm unsure of the intent, but the results can be a bit strange. for example try running it for erode.index@spearfish.

In trunk the hist file check is there, but commented out.
