r.water.outlet: accept vector points map instead of plain coordinates for outlet

Description
Similar to r.walk, r.water.outlet should accept either an easting and northing (as it currently does), or a points map (with optional SQL query) to define the outlet point(s).
The cat field of the points file could be optionally used as the raster value for each basin created.
