libgeotiff-1.3.0 unable to compile

Description
Hi all, i was unable to compile the libgeotiff ver 1.3.0 because of projects.h. my OS is windows.
thanks to warmerdam for quickly solving my issue.

geotiff_proj4.c now just uses proj_api.h which is "windows safe" instead of projects.h. It looks like this change was made last year (r1907) and would have appeared in version 1.3.0.
