Move debbie and winnie jenkins bot GEOS build scripts to GEOS repo

Description
Right now the build scripts that debbie and winnie use for building GEOS are in https://git.osgeo.org/gogs/postgis/postgis-buildbots/
For PostGIS and pgRouting, the build scripts are stored in the repo so they can be easily changed and be different by version.
Plan is to do the same for GEOS. This will also make the scripts editable by anyone in GEO dev team.
