I have now installed the geos-3.0.3 binaries package twice on my Windows XP machine, but my system fails to recognize it. The problem appears to be in the designation of the GEOS_LIBRARY_PATH. Since I've been working with someone from Expert's Exchange on the issue, I've attached a transcript of our communications.
