Windows build: fails to link in BufferOp

Description

In geos::operation::buffer::BufferParameters:

The constant DEFAULT_QUADRANT_SEGMENTS is defined in the header, but not in the .cpp. This causes a link failure on Windows 7, VS9. (Have not tried other platforms).

Other platforms work fine. Switch over :)

PS: or proved a patch making a whole build work for you
