InitialView, new option to change "ZoomToMaxExtent" by "ZoomToInitialView"

Description

problem

When using the InitialView widget to initialize the map initial extent, if you click a "ZoomToMaxExtent" button, it zooms to the max extent of the map. Users may sometime prefer to have it zoomed to the InitialView instead.

solution

A new option that, if set, overrides the "ZoomToMaxExtent" behavior by "ZoomToInitialView".
