Need a PermaLink widget like OL has

Description

It would be nice if the PermaLink widget that would support and initial view based on x, y, zoom and layers from the URL parameters. This could be used to bookmark or email a location to someone else in the project.

If the user is not logged in, clicking the link should require a login, and presentation of the data would be based on the logged in user ACL, not the creators ACL.

Creating a simple URL with just x, y, zoom by hand should also be possible also.

I'm not currently using geoprisma, so not needed, but seems like an obvious feature to have.
