Different config_secur.xml when using XMLWorkspaceConfig

Description
There's a difference when using the XMLWorkspaceConfig and XMLConfig when there's only a gymo service, datastore and resource with a minimum number of widgets. Here's a link that shows the result of the problem.

I don't know the source of it, yet. Any hint ?

Since no one never complained about this issue but it seems like an important thing to investigate, I'm putting it in the 1.1.0 milestone.
