start versioning does not version all files for the initial version.

Description
Using 2.8 nightly build from June 12 2012
When starting to version a file, The initial version does not contain a version for the categories.xml, owner.xml, priviledges.xml and status.xml
It will however create a version for these files on subsequent changes to the data.
