Can't use download links returned by index search

Description
When using the new index search (srv/eng/q?fast=index), download links returned by the service may not be useable by the user as they may not have access to perform the download.
Would be good if this service returned whether the user has download permission for the record as in similar services so that clients using this service can make a download option available only when applicable.
Running the latest 2.8.x code (rev 9269)
