ISO19139 Metadata : Parent Identifier assumed to be UUID

Link from record to parent record assumes that a) parent record is local; and b) parentIdentifier is uuid of the record. Both MD_Metadata/fileIdentifier and MD_Metadata/fileIdentifier parentIdentifier are defined as characterString. Thus: a) both need to be editable; b) neither must be a uuid; and c) no assumptions can be made about the logic of the linkage
