View / iso19139 / localised template is applied to wrong elements

Description
In some situation (VerticalCRS), localised template is applied to all element even those without gco:CharacterString and gmd:PT_FreeText.
Example: in verticalCRS, gml:identifier and gml:scope have the same value displayed.
Avoid to use the template in that case.
