Codelist Directory is not being created in the Build process

Description
The directory WEB-INF/data/codelist is not being created in the build process. This causes failure in the thesaurus management processes and probably elsewhere.

Interesting, the local thesaurus directory was created through the "Add Thesaurus" process, but not the external.
