INSPIRE rules are not available in installer pack

Description
INSPIRE rules could be installed using "ant inspire" in schematrons directory which is not part of the installer pack anymore.
I suggest to add the rules with another extension (eg. .disabled) to not be loaded by SchemaLoader on startup. Users could then change the extension of the file in schema directory and restart to load the new set of rules (no need to use ant).
TODO : add ant build extra parameter to disable the rules and publish all rules to webapp.
