Unify permissions setting when importing a metadata with UI and CSW-Transaction

Description
When imported a metadata xml in UI, it gets all permissions for the owner group.
When inserted with CSW transaction, no permissions are set at all. This should be unified, as in the last case only the owner can edit it for example.
Also now only the user that creates a metadata can delete it in UI, but any user that can edit can invoke metadata.delete. This is inconsistent. Change to allow delete a metadata to any user that can edit.
