OGC WebServices harvester doesn't work in 2.8.x

Configuring a WMS harvester and running it returns:

javax.xml.transform.TransformerConfigurationException

In the log:

Error at xsl:include on line 3 column 117 of OGCWMSGetCapabilities-to-ISO19119_ISO19139.xsl:

Seem expects xsl files in WEB-INF/data/xsl

If copying this folder manually, no more that error, but then:

Root element not set

Didn't test in 2.9.x
