Virtual CSW / Administration panel

Add capability to create/update/delete CSW virtual entry point.

A virtual CSW entry point (​http://geonetwork-opensource.org/manuals/trunk/eng/users/admin/csw-configuration/index.html#virtual-csw-server-entry-points):

• is a Jeeves services which configuration is stored in the local database (persistence layer in config*xml or in overrides is not easy and does not provide readonly webapp support required by some users).
• service name starts with "csw-"

The administration panel provides management of those services and allow to restart them dynamically.
