Schematron / constraint validation error

• For ISO validation: XSL error when more than otherConstraint is set. Proposal: count instead of just string check

  A sequence of more than one item is not allowed as the first argument of string()
  

• For INSPIRE validation: In ​https://github.com/geonetwork/core-geonetwork/commit/6ada6d97676cbcd4d55925ebe51d5616365ba00f, check the accessConstraint but it always return 0 whatever the codelist value is present or not, with empty value or not. Proposal : check for the @codeListValue which is set whatever the profile. Improve report indicating the number of accessConstraints found.
