CSW Capabilities info should resolve to values instead of abbrevations

The following values from a trunk GetCapabilities request:

<ows:ServiceContact>
...
<ows:Country>ca</ows:Country>
...
<ows:Role>gov</ows:Role>
</ows:ServiceContact>

Should output the actual value instead of the abbreviated term (i.e. 'Canada' instead of 'ca, 'Government' instead of 'gov')
