iso-19115 dateStamp should not be updated

Description
In update-fixed-info.xsl the dateStamp is always modified - as it is a creation date, it should only create it if it does not exists.
Discussion regarding the issue took place on the newsgroup.

Note: As mentioned recently on the newsgroup thread, changing the dateStamp back to a created date will affect the harvesting logic.
