Add xlink:href with CSW link to srv:operatesOn when editing the element in metadata editor

Description
When added srv:operatesOn from Related resources panel, it's executed update-srv-attachDataset.xsl that adds xlink:href, with CSW link for metadata.
If editing this field directly in metadata editor with the binoculars icon next to it, update-srv-attachDataset.xsl is not executed and is not added xlink:href.
Unify this behavior.
