Unable to view the regions list when updating localization

Description
When updating the localization from the administration, the regions drop down list contains null for the text - this makes it difficult to identify what region is being edited.
It seems related to the region table being the only one in the list of options that does not have a field named "name" in the main table.

When using the new 2.10 Rc2 release I get the following error.
Cannot get the entity list Error : error Message : No unique bean of type [org.fao.geonet.services.region.RegionsDAO] is defined: expected single bean but found 2: RegionsDAO,MetadataRegionsDAO Class : NoSuchBeanDefinitionException
