Search begins with has problems

Description

When searching for an Owner the "begins with" appears to not be working. To replicate the problem to the following:

  1. Select "Search Parcels" option
  2. Search by "Owner"
  3. Enter "Contains" option
  4. Enter name "Elvera"
  5. Press "Go!"

You will find two parcels

  1. Select "Search Parcles" option again
  2. Search by "Owner"
  3. Enter "Begins With" option
  4. Enter name "Elvera"
  5. Press "Go!" <<<- PROBLEM NONE ARE SELECTED

I have also replicated this problem with begins with on Parcel ID

This works now. Tested with Chrome and IE8.
