Identify Navigate function does not change icons properly

Using about r711 in firefox 11.0, the icons do not change properly when using the Navigate function of Identify.

1. Engagge identify button
2. Identify some things by clicking on the map
3. Hit 'Back to Settings'
4. Select 'Navigate'
5. Hit Pan (or Zoom) button
6. Pan (or Zoom) somewhere
7. Select 'Draw Point'
8. Identify some things by clicking on the map <--That gives correct identify results but has the 'Navigate' icon of either Hand or Magnifying glass. It should have the 'i' icon.
