Zoom To control does not have a scroll bar

I am trying to convert an old GM app to the 2.6 code. I noticed that the new Zoom to control does not put a scroll bar when the items in the zoom to control becomse too long. Is it possible to add a scroll bar? See ​http://douglas.houstoneng.net/douglas/douglas.html for example.

Reverted to using select boxes again, changed in r687.

I assume this is the "jump to" pull down and it appears to work on IE8.
