links_bar_html param not working

Description

When I try to use the links_bar_html param it is not working. Here's my example I tried. <param name="links_bar_html"><![CDATA[Perfect timing for some damn CDATA "all" of 'its' here <&>]]></param>

Is this intended to be supported?
