Parcels metadata link is not correct and should point at a metadata file.

Description
The parcels shape file does not have a metadata file. Thus the demo points at a link. This has been confusing to some users who are trying to use the metadatalink. I have created an FGDC metdata file using ArcMap and included it. Perhaps this could be used.

This is possible by putting the metadata file in the htdocs folder and serving it up as a URL.
