UI issue; where do I click?

Description
Just looking at the new website thing here - http://mapserver.maine.gov/basemap/index.html
I tried clicking on the yellow icon next to "low tide". This did nothing. I ended up clicking on the text itself, and that made the drop-down appear.
I expected the icon to do that too, but OK.
So Then on the dropped down menu I click on the text "Low Tide 2004". This does nothing, despite clicking on the text being required at the higher (folder) level. Turns out I now need to click the little radio button.
Short Version: The interface should be consistently reactive. You can't "train" a user to click the text and then the next level down have them click the button.
Personally I believe *both* text and icon should be clickable at all levels.
This appears to be a duplicate of #148, which is probably fixed, r885.
The online demo (on geomoose.org) is the preferred reference not other sites.
