OGR can't read v0noa polbnda/polbndl layers

Neither ogrinfo nor ogr2ogr can read any features from polbnda@bnd(*)_area or
polbndl@bnd(*)_line from VMap0 v0noa (North America). Both layers are found, but
the number of features is reported as 0.

The problem seems to be that the v0noa.tar.gz distributed via the geodata
torrent had some upper case directory names that should have been lower case. 

eg. noamer/bnd/a/C instead of /noamer/bnd/a/c

Schuyler seems to have been successful after changing that. 

It would be nice to fix OGDI to be less sensitive to such stuff, but that
is beyond my ambition for now.
