OGR does not read CBLOHD layer of s57 file

I have tested using QGIS, ogrinfo.exe and with the C# GDAL/OGR bindings. None list the CBLOHD layer as being present in the chart. Using CARIS EasyView works however (overhead_cables.png)

In 35640:

S57: remove data/s57attributes_aml.csv data/s57attributes_iw.csv data/s57objectclasses_aml.csv data/s57objectclasses_iw.csv and move their content into main s57attributes.csv and s57objectclasses.csv files (fixes #6673)
