Caching of autotest download content

Description
When mirroring is allowed of the large download files used in autotest, it would be great to have copies of the files available in locations that are "closer" to the test location. e.g. have mirrors in google, amazon, etc data centers. The caaching module could then be told which mirror is closest network wise.
e.g. https://storage.googleapis.com/osgeo/gdal/gcore/vsicurl/NWFWMD2007LULC.zip
Would be fast to access from Google Compute Engine instances in North America.
This would also help reduce test flakes, especially if the module knows how to fall back to other mirrors or the original.
