Add read support for georeferenced SVGs not from Cloudmade

Description

The SVG 1.1 spec defines a way to georeference a map saved as SVG. This would be useful for static maps saved as SVG. The Wikimedia Commons may be the largest potential beneficiary of this, as it encourages maps to be saved in a vector format for scalability. If the maps were to be georeferenced, they could be imported into a GIS for editing or amendment.

It would be great if GDAL added support for SVGs based on this spec. Since SVGs do not typically have attributes in the GIS sense, I'd imagine that the driver should provide vector attributes such as stroke-width, color, etc., as attributes for later interpretation.

Are there data productions using that ?

I don't know of any. I don't think there would be much point in writing metadata that nothing could read.
