AVC dataset that doesnt work

Description

The following dataset can be added as a layer in ArcView but is not recognised 
by the AVC code as an arc/info binary vector coverage. 

It seems quite minimal compared to what we normally see.

It was not my understanding that the AVC driver required the info directory.
Am I wrong on that?

ogrinfo can't open dataset if I remove (or rename) the Info folder?

I have downloaded a sample set of ArcInfo data and it is available to ogrinfo 
without having INFO folder. So when does the AVCBin driver look for an INFO 
folder and when it doesn't?

To the best of my knowledge all Arc/Info 7.x binary vector coverages require
an associated info directory to work properly with OGR and the underlying AVC
library.  I have stepped through and confirmed this. 

I don't know what data you found this not to be true of.  Perhaps it was an
Arc/Info PC version coverage which don't seem to have the same requirement.
