OGR needs same driver metadata mechanism as GDAL — at Initial Version

Description
GDAL driver metadata is handy to get long and short names for drivers; it's also nice to get filename extensions used to populate open file dialogs. OGR current doesn't have such a mechanism, and probably could benefit from a similar implementation.
