MSSQL driver: coordinates of the geography type are swapped

Description

This is an odd behaviour of the MSSQL database which should be handled in the geometry parser code.

To inspect this behaviour one should just compare the WKT of the same table (having geography type column) displayed by ogrinfo and the MSSQL Query Analyzer
