ogr interlis does not replace underline ("_") with a whitespace

Since Interlis uses underlines ("_") to represent a whitespace in a string attribute they should be replaced by ogr when converting it to a different format.

I would like to see a reference for this. I read the specifications of Interlis v. 2 from ​http://www.interlis.ch/interlis2/docs23/ili2-refman_2006-04-13_e.pdf and I did not find such a rule.

Perhaps it is so in Interlis 1. Based on #3972 this is fixed.
