add network link support to LIBKML driver

Description

It would be really nice to resolve network links in kml/z datasets. Not sure how feasible this is. But it would be really useful.

This is something I did intend to add to the libkml driver, but do not know when I will be able to implement

Added support to read datasource style tables from outside of the datasource. set env var LIBKML_EXTERNAL_STYLE=yes
